First, you need to put your resource pack on a public platform. Think of Dropbox or google drive. Then copy the public link and create it directly. With Dropbox this can be replaced by =0 to =1. Own hosting for media files is also possible, as long as it is a direct link.

Now we are going to add your resource pack to the server, first we need to create it. We do this as follows:

/resourcepack create <name>

As a name you can enter anything you want, this is what players use to call your resource pack to load for them.

The next step is to add your link so we can send something to someone if they want to get your resource pack. We do this as follows:

/resourcepack upload <name> <url>

As a name, enter the same as the previous one you created. For the url you must have a direct link pointing to your resource pack.

Your resourcepack is now ready to go!
